To encourage research and publication, the Ministry of Education has primarily decided to allow private universities to offer PhD degree, the highest degree achievable. To this end, following a directive from the ministry, the University Grant Commission (UGC) on 4 June formed a six-member committee to formulate a PhD policy for private universities.

Terming this initiative positive, academicians, however, said it will be an extraordinarily tough challenge to produce quality Doctorates owing to the lack of research facilities at private universities.

The committee headed by UGC member Professor Biswajit Chanda has been asked to prepare the policy within a shortest possible time.

The committee can co-opt one or more members if necessary and it can formulate the curriculum or modules related to PhD coursework or research methodology suitable for different academic disciplines and clusters.

In this regard, the committee can also form the required number of expert committees for preparing a specific policy framework for different academic disciplines.

Academicians, however, urged the government to make the decision prudently with regard to enabling private universities to offer PhD degrees.
