Former additional deputy commissioner of Detective Branch (DB) of Dhaka Metropolitan Police (DMP) Golam Saklain has been sent on compulsory retirement by the Ministry of Home Affairs.
The ministry sought the opinion of the Bangladesh Public Service Commission (PSC) in this regard on June 13.
A letter was sent to the PSC on June 13 from the Public Security Divisions of the Ministry of Home Affairs. It said that a preliminary decision has been taken to give Saqlain compulsory retirement from service as a 'punishment' for 'misconduct' as per Government Servants (Disciplinary and Appeal) Rules-2018.
According to the letter of the Ministry of Home Affairs, Saqlain met Pori moni by chance and build a relationship wwhile he was on duty in Gulshan Division of DB. After that, he started to spend regular nights at heroine Pori Moni's house.
Analyzing the CDR (Detailed Call Record Report) of Saqlain's mobile phone obtained from the LIC branch of the police department (in charge of legal investigations), the investigators found that from July 4, 2021, Saqlain stayed at heroine Pori Moni's residence at various times (day and night) for the next one month.
After reviewing the forensic report of Pori Moni's mobile phone, the investigators found that Saqlain was having conversations with Pori Moni. It is not a relationship based on general acquaintance or professional needs, but an immoral love affair.
According to the Home Ministry's letter, there is CCTV (closed circuit camera) footage of heroine Pori Moni's movement at the Rajarbagh Madhumati Police Officers' Quarters. Analyzing its forensic report and the statements of witnesses, it appears that Pori Moni went to his (Saqlain's) official residence at Rajarbagh when his wife was not at home as per Saqlain's pre-planned. After staying there for about 17 hours, on August 2 (2021), Pori Moni left the house at 1.30 am.
The letter from the Home Ministry stated that Saalain, being a responsible police officer, had developed an extremely close relationship with Pori Moni outside of official duties. It said Saqlain is married and father of one child. However, his extra-marital affair with Pori Moni, birthday celebrations with Pori Moni, and spending time in his official residence in the absence of his wife have tarnished the government's image.
The Ministry of Home Affairs says that a departmental case has been filed against Saqlain in this incident. He has been allowed to show cause. He demanded acquittal. But the answer was not satisfactory.
