The Taliban says it will not allow any other group based in Afghanistan to attack neighboring countries.
Shahabuddin Delwar, the Taliban's chief negotiator, made the remarks during a meeting with the Russian government in Moscow.
The Russian government has invited the Taliban to Moscow for talks. He claims that 85 percent of Afghanistan is now under Taliban control.
However, the veracity of this claim cannot be verified from any neutral source.

Shahabuddin Delwar also claimed that the Taliban had not reached an agreement with the US government on the issue of not attacking the Afghan government's administrative centers.
The Russian government says two-thirds of the border with Tajikistan is now under Taliban control.
Meanwhile, government officials in western Afghanistan say a key border port with Iran has fallen to the Taliban.
The incident is seen as a major blow to the Afghan government.
A customs official said all government activities at the Islam Kala border port had been stopped.
Islam Kala is an important border port for trade with Iran.
The government earns about 20 million dollars a month from this port.
The Afghan Defense Ministry said security forces in the area were trying to retake the port.
The Taliban also seized the mainland port on the border with Tajikistan after a fierce battle last month.
