Govt Punishes Mahbub Kabir Again

Officer on Special Duty (OSD) of the Ministry of Public Administration Md Mahbub Kabir Milon has been punished again.

The Ministry of Public Administration has recently issued a notification ‘reprimanding’ the former Additional Secretary of the Ministry of Railways as a punishment in a departmental case.

According to the circular, Mahbub Kabir was quoted in the Railway Ministry as saying that an article was published in an online news portal called eisomoy365.com under the headline 'Biniyog Korte Ese Hu Hu Kore Kandte Dekhechi Bideshider (I have seen foreigners crying after investing here)'.

A departmental case has been filed against him for misconduct under Rule 3 (b) of the Government Servants (Discipline and Appeal) Rules, 2018 for violating his code of conduct as a government employee by publishing his fabricated, baseless and uncomfortable statements in the newspaper without the approval of the appropriate authorities and discharging his actual duties.

The notification said that in the departmental case filed against the accused officer Md Mahbub Kabir, the Ministry of Public Administration was directed to show cause by sending a charge sheet and complaint statement on September 6, 2020. He then submitted a written reply on September 20, 2020, requesting a private hearing.

Mentioning a private hearing was held on October 22 of the same year in the departmental case, the circular said that KM Tariqul Islam, chairman of the Bangladesh Land Port Authority, was appointed as the investigating officer to look into the allegations, considering the written reply of the accused and the statements given by both the parties in the private hearing.

According to the notification, as the allegation of misconduct against him was proved and considering the seriousness of the allegation and the relevant administrative matters, it was decided to give him a minor sentence as per the Government Servants Code and His Excellency President kindly agreed about the lenient sentence for the accused officer.

It was said that Mahbub Kabir was given a lenient sentence in accordance with Rule 4 (2) (a) of the Rules of Procedure as the allegation of misconduct was proved against him under the Government Servants Rules and considering the seriousness of the complaint and relevant administrative matters.

On March 25, 2020, he was transferred from the post of chairman of the Bangladesh Food Safety Authority to the Ministry of Railways. He could not stay in that position for long.

Mahbub Kabir was a discussed official in the Ministry of Railways. The government reprimanded him for asking for a 'wing of 10 officials to eradicate corruption in three months'.

Before the Ministry of Railways, Mahbub Kabir Milon was the Chairman of Bangladesh Safe Food Authority. During his tenure, Mahbub Kabir was praised for his strong role in stopping the production and marketing of anti-adulterated food.
