On Wednesday (February 14th), the second workshop regarding the transfer of MPVO-enrolled teachers in all types of private educational institutions was held at the International Mother Language Institute in the capital. In this workshop, the final decision was made regarding seven conditions for transfers.

According to sources familiar with the workshop, the transfer of teachers will be considered based on the recommendation of the registering and certifying authority for private school teachers (NTRCA). In this case, those who have been appointed through the recommendation of the committee will not be eligible for transfers. Due to the difficulty in considering the transfer applications of a large number of candidates, it has been decided to restrict transfers to teachers after completing their two-year job tenure.

It has been stipulated in the transfer conditions that teachers who have received recommendations for appointment through NTRCA will be eligible to apply for transfers after completing two years of service. Before that, any application will not be considered. There will be only one opportunity for transfer in the career of a teacher.

No vacancy for teachers will be created due to transfers in any educational institution. If the position of a teacher is not vacant, the opportunity for transfer will not be given. Even applications will not be considered in this regard. In the case of mutual transfers, both parties must have mutual consent. After submitting the consent letters of both parties, the relevant department will make the final decision. However, mutual transfer will not be allowed based on the consent of only one party.

If multiple individuals apply for transfer to the same position in an educational institution, their applications will be considered based on the merit list provided by the registering and certifying authority for private school teachers (NTRCA). The person who is ahead in the merit list will be given the opportunity for transfer.

The transfer of MPVO-enrolled teachers in private educational institutions will be done through software. However, new software will not be created for this purpose. The software created for the transfer of teachers in primary schools will be updated. Then, applications will be accepted online through that software.

School and college teachers will be transferred to the Secondary and Higher Education Department (MOUSHI). The Ministry of Vocational and Madrasa Education will handle the transfer matters of madrasa and vocational institution teachers. Educational institutions will not need permission from the relevant authorities of the head or managing committee for transfers. Teachers will have the opportunity to apply directly online.

The application process for transfers will start from October 16th and will continue until December 15th. The transfer program has been determined anew to ensure that students' education is not disrupted.

It was learned from workshop sources that several issues will be considered for the transfer of MPVO-enrolled teachers. Especially, the transfer of female teachers is being considered with importance. In the case of transfers, the distance of teachers' current schools from their hometowns will also be considered. Additionally, the batch of teachers' registrations will also be considered for transfers.

An official present at the workshop, on the condition of anonymity, said that NTRCA issued its first public notice in 2015. The recruitment was completed around 2016. Those who were recruited before the first public notice were able to choose their preferred institution themselves. As a result, they do not need transfers. Therefore, those who have been recruited through NTRCA will get the opportunity for transfers through the same authority.
