COP-28: Guidelines of Participants

Planning your attendance

COP 28 will take place from 30 November until 12 December 2023. Pre-sessionals will take place from 24 to 29 November.  The overview schedule of the conference is now available which is being attached also. The detailed calendar of events will be published on a daily basis throughout the conference.

Media representatives bringing any audio-visual equipment to COP 28 must apply for essential permits and licenses in advance of your arrival in the UAE.  And Media accreditation closed on 11 Oct, 11.59 pm Bonn time (CEST/UTC+2). 

Offices And Pavilions On Commercial Basis

The Blue Zone is under the authority of the United Nations. The pavilion space is operated by the host country on a commercial basis in order to provide Parties and admitted observers with dedicated space to host their own private meetings and office accommodation. The pavilion space is not intended as a part of the formal intergovernmental process.. Events hosted in pavilions are not part of the official COP programme.

It has come to the attention of the COP 28 Presidency and UNFCCC secretariat that some pavilion spaces in the Blue Zone are being further subleased or offered for co-hosting against fees. Those actions are not consistent with the purpose of pavilions in the Blue Zone and are not endorsed by the UNFCCC secretariat. Organizations who lease pavilion space are requested to refrain from any commercialization of that space.. 

The Executive Secretary has the administrative authority to take any necessary action to ensure the efficient and purposeful functioning of the COP 28 Blue Zone. This may include the review of the admission status of the represented observer organization, including suspension, where applicable.

Throughout the Dubai conference, the incoming COP 28 Presidency will hold open consultations on thematic areas and sequencing, inviting inputs from the broad mix of stakeholders that will attend the conference.

COP 28 Mobile Apps 

If you are physically participating in or virtually following the UN Climate Change Conference in Dubai we encourage you to download the two official mobile apps on offer.

The UN Climate Change app is available in the Google (Android) and Apple (IOS) stores (smartphone or tablet) and is a great way to follow international climate action at any time and especially now during COP 28. Stay up-to-date via the UN Climate Change live blog, and sign-up for push notifications and important alerts.

Find meetings and events with simple search filters, and gain access to public live streams of the sessions. Access logistical information to help you plan your attendance at COP to see conference coverage across a range of media: Photos, videos and our presence on social media. 

Also the app gives you quick access to the COP 28 Platform, a tool built to enhance the experience of registered participants and allows them to join meetings online.

COP 28 Digital Platform Access

The COP28 UAE app deeply embeds the COP 28 Digital Platform, a tool built to enhance the experience of registered participants and allows them to join meetings online.

His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE has invited Heads of State or Government to participate in the Summit (WCAS), which will be held on Friday, 1 and Saturday, 2 December 2023, when the first part of the high-level segment for Heads of State or Government will also take place.

The invitation to the WCAS in the United Arab Emirates signifies the importance for World Leaders to implement and transform key climate related decisions into concrete actions and credible plans, continue raising ambition, building up from previous Conference of the Parties, and keep the high level commitment on climate change issues, with an aim to fight back climate emergency and at promoting coordinated action to tackle climate change.

First Part of the High-level Segment for Heads of State and Governments

The first part of the high-level segment for delivery of national statements by Heads of State and Government will take place from 1 to 2 December during the World Climate Action Summit. For those Parties whose Head of State or Government was not present or did not deliver a national statement at the first part, the resumed high-level segment will take place from 9 to 10 December. 

There will be one list of speakers for Parties to the Convention, the Kyoto Protocol and the Paris Agreement. Parties will have only one opportunity to deliver a national statement at the joint plenary meetings of the COP, the CMP and the CMA, to be held during the first and resumed parts of the high-level segment.

Resumed High-level Segment

The resumed high-level segment of COP 28/CMP 18/CMA 5 will be held from 9 to 10 December to hear national statements from those Parties whose Head of State or Government did not deliver a national statement on 1 or 2 December, and representatives of groups who have registered and confirmed their wish to deliver a statement.

The resumed high-level will hear national statements from Heads of State and Government, Vice Presidents, Deputy Prime Ministers, Ministers and heads of delegation who have registered and confirmed their wish to deliver a national or group statement.

COP 28 Side Events and Exhibits

How to attend COP 28 side events

Side events and exhibits are a platform for admitted observer organizations, which have limited speaking opportunities in the formal negotiations, to engage with Parties and other participants for knowledge sharing, capacity building, networking, and exploring actionable options for meeting the climate challenge.

Side events and exhibits are held by observer organizations (NGOs and IGOs), Parties partnering with observers, UNFCCC divisions, UN organizations and specialized agencies. By participating in side events, these organizations present their work or foster discussions on key issues, often engaging the audience in a Q&A session. Exhibits, in turn, enable participants to network around many different climate-related topics in a dynamic and diverse environment.

COP 28 side events will be running every day (except Thursday, 7 December, the rest day!) from Friday, 1 December, to Monday, 11 December. Side events will be held in the 9 specially designated side event rooms. 

To avoid thematic clashes, most of the side events falling under the topics of the COP 28 Presidency thematic days, are not allocated on those days. Instead, they are grouped into "thematic clusters" and are assigned slots on the day prior to the thematic day and on the day after the thematic day.

Side Events of COP 28 Virtual Platform

All side events will also be available for watching live and on-demand on the COP 28 platform for virtual participation. For information on how to access the platform, please review this section of the COP 28 Information for Participants on the official UNFCCC website. 

Please note that access to the COP 28 virtual platform is limited to duly registered conference participants. Those viewing side events on the virtual platform will be able to virtually participate in Q&A sessions. Instructions on how to pose a question to a side event panel via the virtual platform will be added to the current webpage in due course.

All side events will be available for watching live and on-demand on this official secretariat-managed YouTubew channel and in the webcast section on the official UNFCCC website (link will be added here in due course). To watch side events via this platform, no access is required. Please note that active participation via YouTube and via the official UNFCCC website will not be available. 

Please also note that in case a side event has simultaneous interpretation, only the floor language will be live-streamed to YouTube. Switching between the floor language and interpretation language(s) will be possible on the COP 28 virtual platform and on the official UNFCCC website.

The Government of the United Arab Emirates (UAE) will host the 28th Conference of the Parties of the UNFCCC (COP 28), with a view to building on previous successes and paving the way for future ambition to effectively tackle the global challenge of climate change.

The meeting comprises the twenty-eighth session of the Conference of the Parties (COP 28), the eighteen session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 18), and the fifth session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA 5).
